DATA AND APPLICATION SPECIALIST
HOURS: Full-time (37.5 hours/week)
DURATION: One year contract
LOCATION: Ottawa or Toronto, Hybrid
SALARY: $90,669.14 per annum
TRAVEL: Hybrid work environment with occasional travel to the Ottawa or Toronto Office

SUMMARY:
Reporting to the Manager of Digital Infrastructure, the Data and Application Specialist’s key role is to architect and implement solutions for assigned projects, including developing and maintaining policies and procedures for data management, and empowering AICSES to better manage and utilize our data for insights and decisions.
The Data and Application Specialist will work closely with colleagues across the section to support AICSES teams with current challenges and design and build data management, integration, and automation solutions to optimize operational processes and performance. In addition, this role will develop and implement new platforms, tools and ways of working that are aligned with strategic priorities and our ongoing commitment to ARAO-DEI.
WHAT YOU’LL DO
Data Management and Development
• Perform analysis and design tasks as well as programming, modelling and scripting, testing, documentation and deployment preparation.
• Complete preliminary analysis, system and functional design, workflow diagrams to produce high-quality solutions.
• Design and conduct all levels of testing (i.e. unit, system, integration, regression, performance, security, usability, optimization/configuration) and coordinates user acceptance testing.
• Prioritize and deploy solutions to support short and long-term data management, process automation, and system optimization goals.
• Perform information and application data conversions with focus on security and integrity of data.
• Design, develop, and maintain ETL (Extract, Transform, Load) processes.
• Build and manage data pipelines, ensuring their smooth operation, troubleshoot issues, and optimize performance.
• Create and maintain data models for structured and unstructured data, ensuring data is accurately represented and accessible.
Application Maintenance and Support
• Liaise and coordinate with AICSES staff, vendors and consultants in detailed systems deliverables and technical problem resolution.
• Analyze and optimize legacy coding (SQL queries, scripts, stored procedures, reports, etc.) and application customizations (views, custom objects, etc.).
• Automate processes and data transmission between applications (current and future) applying best practices and current coding standards. Document data integration processes, data flow diagrams, and architecture for future reference and maintenance.
• Support application maintenance and enhancement including implementation of new vendor systems, updates and patches.
Deliverables:
• Contribute to establishing a data governance framework for AICSES.
• Implement accessible and secure data management and consumption methods fit for purpose.
• Design and architect the data repository alongside the project team.
• Deploy functional enhancements for core applications.
• Provide technical, project and training documentation to support all system implementation, integration, optimization, changes and maintenance for AICSES staff to self-manage post-engagement.

MINIMUM QUALIFICATIONS (MUST HAVES):
Education:
· Bachelor’s Degree and/or Master’s Degree in Information Systems, Computer Science, Data Science or Engineering.
Experience:
· A minimum of 5 years professional experience or equivalent, particularly in roles that involve data management, data modeling, integration of systems and automation of workflows.
· Proficient (5+ years’ experience) in implementing and maintaining data management processes and data security frameworks
· Experience supporting or leading strategic planning, implementing IT initiatives aligned with organizational goals, and developing KPIs to demonstrate success
· Experience in configuring Enterprise Resource Planning (ERP) systems, Customer Relationship Management (CRM) systems, and other large-scale IT systems
· Experience working with non-technical stakeholders to analyze current workflows, propose improvements and steward end-users through the process of adopting leaner, more efficient approaches to their work
Knowledge/Skills:
· Skilled at designing and architecting scalable data management solutions in a cloud-operating infrastructure
· Skills breadth that covers data and systems analysis, database management, data integration, data visualization
· Understanding of cloud services and infrastructure, including cloud deployment models and cloud security.
· Strong knowledge of application integration technologies and services, and able to develop and maintain integration code
Competencies/Personal Attributes:
· Strong interpersonal and communication skills to build relationships throughout the organization and with vendors
· Curiosity and collaborative motivation to work cross-functionally to collect, document and prototype requirements for data integration, report production and process automation needs
DESIRED QUALIFICATIONS:
· Data Management (CDMP) or Architect Certification (CEA, TOGAF, Red Hat), AI/ML Engineer Certification are assets
· Certifications in Project and Product Management, Information Systems Security, ITIL, and Microsoft 365 are assets.
